</p>
<p><strong>Call for contributions </strong></p>
<p>We are pleased to announce that the 8th edition of Video Vortex will take place at the Museum of Contemporary Art in Zagreb, Croatia, between the 17th and the 19th of May, 2012. So far Video Vortex has<br />
taken place twice in Brussels and Amsterdam and once in Ankara, Split and Yogyakarta. The Video Vortex network was founded in in 2007 and deals with the cultural, political and artistics aspects of online video. Video Vortex 8 is organized by the Kazimir Association in Split and The Museum of Contemporary Art, Zagreb in collaboration with the Institute of Network Cultures in Amsterdam.</p>
<p>The moving image and the Internet are still defining the parameters of their mutual relationship. The conference will focus on issues concerning changes in contemporary art and cinema as well as broader cultural, social and technological issues. </p>
<p>Video Vortex 8 will consist of a conference, an exhibition, screenings and performances. This call pertains to the conference. Artists who will present work at the conference will also be included in the accompanying exhibition. If you have an idea for an alternative way to present your work on one of the themes below please let us know. For all themes we expect up to a 500-word abstract while for artist presentations we would like also to receive documentation via URL.</p>
<p><strong></p>
<ul><u>Themes:</u></ul>
<p></strong></p>
<p><strong>1. Contemporary art and online video </strong></p>
<p>Museums which follow and present ontemporary Art as well as Centres for Art, Media and Technology have specific contexts in which they present and preserve the moving image in the 21st century. Spatial issues and exclusivity are put in relation to the constant virtual presence of artwork. Fast changing technologies are undermining the very sense of the preservation of the moving image in an online<br />
context.</p>
<p><strong> 2. Theoretical discourses and online video.</strong></p>
<p>Concepts related to the aesthetics and structure of the moving image. Including, but not limited to, online-only production, torrent-based original programming, YouTube-centered narrative and artwork, community-funded cinema and scholarship in an online environment.</p>
<p><strong>3. Social networks and online video in the region.</strong></p>
<p>Reports on new the discourses of online video in Middle and Southeast Europe.</p>
<p><strong>4. Techno-colonialism, surveillance and control of the distribution of<br />
the moving image.</strong></p>
<p>Shutting down or channelling online video. The possibility of stealing the online-originating revolutions in North Africa. The technological dominance and control of worldviews and basic human value systems. The<br />
speed of communication and what is left to those isolated from it.</p>
<p><strong>5. The perspective of online cinema.</strong></p>
<p>The relationship between film and the Internet. What is happening to independent cinema due to technical accessibility and online quality in the making, producing and distribution of films? Do we see specific<br />
new film forms in the online environment? The end of 35mm film. How does digital cinema distribution work, from DCP (Digital Cinema Package) passwords to open online video/film collections or cinematic databases?</p>
<p><strong>6. Artists talk about their own work and research in online video.</strong></p>
<p>Presentations of artistic practices related to the Internet from artists participating in the exhibition which runs concurrently with the conference. These practices include working on the web and using the web as a medium and using the Internet as found footage; in other words, it is channeling the art process through Internet-based communication. Other topics could include the Internet as a public presentation venue for artists and discussions about curating online.</p>
<p><strong>7. Technological aspects of new developments in participatory video.</strong></p>
<p>The moving image on the Internet has opened itself to tagging, telepresence and social communication. Can it still open itself further through visual browsers and HTML5? With HTML5 authors can script their own user interface, but there is also a way to trigger a user interface provided by the user agent – is this a seed for a new manner of online video communication? Does it indicate developments of open personalization and/or the further fragmentation of users? Other issues could include technologies of the private and the public spheres.</p>

<p>Met Kunst &amp; Nieuws in de publieke ruimte zoekt NOS Lab actief de samenwerking op met jong en creatief talent. Gezamenlijk wordt er geëxperimenteerd op het raakvlak van kunst, digitale media en technologie.</p>
<p>Voor dit project hebben twee kunstenaarscollectieven de kans gekregen om de nieuwsbeelden van internationale persbureaus van Reuters en de EBU te gebruiken voor een interactieve nieuws toepassing waarbij bezoekers met een smartphone interactie kan hebben met het nieuws dat getoond wordt op een enorme LED-wand in de publieke ruimte.</p>
<p>Het project heeft als doel te experimenteren met kunstzinnige, innovatieve vertelvormen voor nieuws en is tentoon gesteld op het media en technologie festival STRP in Eindhoven en het mediakunst festival Freemote in Utrecht.</p>

<p><em>De Barometer</em> (gemaakt door <a href="http://www.zesbaans.nl/" target="_blank">Zesbaans</a>) scant de wereld en toont ongefilterde beelden van actualiteiten die de meeste aandacht krijgen van internationale persbureaus. Als kijker kun je door middel van De Barometer een goede afweging maken over de hoeveelheid redactionele interventie op het nieuws. Deze extra informatie verschijnt als een parallelle vertelling bij de beelden.</p>
<p><em>NOS op 11</em><strong> </strong>(door Heinze Havinga en  Kasper Kamperman) gaat over het verijken van nieuws met online data tot het moment dat het niet langer informeert. De naam is een verwijzing naar Spinal tap’s <a href="http://www.youtube.com/watch?v=XuzpsO4ErOQ" target="_blank"><em>eleven is one louder</em></a><em> </em>scene. De kijker kan zelf door middel van een knop bepalen hoeveel extra informatie hij wil zien. De ruwe persbureaubeelden zonder context geven uit zichzelf weinig duidelijkheid over wat de beelden proberen te vertellen. Door de meta-data bij de video te analyseren en te gebruiken om online informatie aan te roepen en deze over de video heen te leggen ontstaat een beeld van wat er besproken wordt in de video’s. Bij de hogere standen van de knop slaat het verrijken echter door in nutteloze toevoegingen waardoor de beelden verdrinken in de extra informatie en stoppen met het informeren van de kijker.</p>
<p>Samen met de mediakunstenaars en DROPSTUFF werkt NOS Lab in masterclasses met studenten om samen te zoeken naar innovatieve technieken en manieren om in contact te komen met diverse doelgroepen.</p>

SCREENING THE CITY SEMINAR<br />

<p>Screening the City draait om data van bewoners, beeldmateriaal van de stad en de infrastructuur van de ‘smart city’. Tijdens het seminar en in de expositie presenteren ontwerpers, onderzoekers, programmeurs, illustratoren en journalisten mogelijkheden om lokale content en data terug te geven aan de stad, via urban screens, mobiele apps, interactieve tv-formats en andere kanalen.</p>
<p>Na de succesvolle urban screen conferenties in Amsterdam (2005 en 2009), Manchester (2007) en Melbourne (2008), vindt van 29 november t/m 1 december alweer het vijfde Urban Screens event plaats, met als thema ‘Screening the City’.</p>
<p>In het seminar worden o.a. twee Culture Vortex projecten gepresenteerd, namelijk <em>Docs on the Spot</em> (IDFA, Instituut voor Beeld &amp; Geluid, Stadsarchief Amsterdam, MediaLAB en INC) en <em>Kunst en Nieuws in de Publieke Ruimte</em> (DROPSTUFF en NOS). <div>The starting point of this project was to develop an app that would run during the <a href="http://www.idfa.nl/nl/idfatv/idfa-2011.aspx">IDFA 2011 festival</a>. The official briefing was very detailed: The app would give access to a selection of fragments of past IDFA documentaries that have been shot in and around Amsterdam. The fragments were to be found on a map of Amsterdam, but only viewable when actually on that specific location.</div>

<p>We are educated as industrial designers; conceptual thinkers whose point of departure is not to think from fantastic technical solutions, but from a user experience point of view. This did not stroke completely with the nature of the assignment where a technical solution was already given; the app.</p>
<p>In combination with the short time span of this project, we realized that the concept was not as sharp as initially thought. More complex and interesting questions came to the surface:</p>

<li>How can we enrich documentaries with the actual location?</li>
<li>How can we turn things around: can we enrich the location with the documentaries?</li>
<li>What is the role that other existing, relevant content can play?</li>
</ul>
<p>With the app as the ultimate answer to an opportunity that had yet to be clearly defined, the question that remained was if the road to the answer should be restructured and redefined. In order to get meaningful answers, we broke the concept down in parts, and started working from the ground up. <p>In the end, however, it is not only about abstract methodology and how to state meaningful questions. The important part is translating these insights into something that can actually be experienced by the user.</p>

<p><strong>RESULT</strong></p>

<p>The<a title="Docs on the Spot" href="http://docsonthespot.tv/" target="_blank"> end result</a> is a mobile web-app which allows the user to roam around the NDSM harbour and discover and uncover tatters of the past, making use of content from the selected documentary, as well as additional content. The documentary is <a href="http://www.idfa.nl/nl/tags/project.aspx?id=60086DDA-7C1E-461B-8821-C6C86ADF5165">Haven, omzwervingen in de nacht.</a></p>
<p>There is a very clear and explicit link between content and location. At first the notion was to reveal content depending on location. By implementing a GPS location-based tracker, content popped up on screen as certain areas were visited. In hindsight, the short period of time we had to solve any technical difficulties made us abandon any GPS-based solutions. Instead, we placed special stickers all around the harbour, each with an unique code. Entering this code into an especially designated menu in the app unlocks that specific piece of content. As a result, you really have to look around to find those stickers instead of looking at your mobile phone and waiting for content to pop up. By seducing the users to look around and absorb the environment, we hold them away from the device screen.</p>

<p>There is an overload of stickers placed, making sure there is enough content to be found. Because of the open-endedness of the project, it is not required to actually find all of the stickers, or use them in a specific order.</p>
<p>As an addition, there is also a possibility to tune into the radio. This radio gives access to a number of soundclips that really convey the general feeling and mood of the harbour, both in the present as in the past, but are not as strongly tied to specific locations as the other content. Put on your headphones, and stroll around the harbour to take in everything you see.</p>

<p>In conclusion, we used technology as a means to unlock content and enhance both the location as well as the documentary. A cornerstone of the project was to use this technology as a means, and not as a goal. We can use the good part of technology, while not forcing the users to live behind their screens. <p>By determining commonalities across values of both end-users and stakeholders, the various layers of meaning came to surface. As the documentary <a href="http://www.idfa.nl/nl/tags/project.aspx?id=60086DDA-7C1E-461B-8821-C6C86ADF5165&amp;tab=-">Haven: Omzwervingen in de Nacht</a><br />
itself is set in a literally dark ‘in-between’ period where the surroundings and inhabitants needed to redefine their purpose and function, it became evident to explore the notion of Zeitgeist.</p>
<p>Zeitgeist for this project can be defined as the general cultural or spiritual climate within a specific group, along with the general ambiance and mood associated with an era, but in this case also intrinsically bound to a specific, relatively small, location; the NDSM-wharf.</p>

<p style="text-align: left">The location itself, a former shipyard on the northern banks of the river IJ, still exerts a mysterious seductiveness. Remains of a once prosperous harbor are still present and are inhabited by different types of residents over the years. It is these types of residents that form the building blocks of our narrative. The stories that they tell, the dreams they hold dear, their day-to-day worries.</p>

<div><span id="more-520"></span>The extra content that was supplied by the partners (Polygoonjournaals by <a href="http://www.beeldengeluid.nl/en">Netherlands Institute for Sound and Vision</a> and images by the <a href="http://stadsarchief.amsterdam.nl/english/home.en.html">Amsterdam City Archives</a>), combined with the structure of the documentary itself and the various layers of meaning resulted in the choice for a non-linear storyline. The end-user is engaged on multiple levels, a result of the open-ended play incorporated. The content can be used in various ways for extended lengths of time, with no structured layout needed (other than the suggestive path to provide clues for direction). End-users are encouraged to self-explore and absorb the content in ways meaningful to them. As a result, the smartphone becomes merely the medium to absorb the content, but in no way disrupts the connection the end-user has with the location itself (i.e. “living behind the smartphone”).</p>
<p>By providing them with two actual radio channels that can be tuned into, themed towards past and present (e.g. riveting hammer sounds to portray a 1950s vivid harbor), visitors can roam the NDSM-wharf freely and experience it through their own eyes. By hearing sounds of the past and empathizing with the surroundings, visitors can imagine the past in their own way.The supply of content (approximately 10 minutes of documentary max., 25 Polygoonjournaals of around 1 minute each and about 40 images) could be seen as either a blessing or a curse. As said in the <a href="http://networkcultures.org/wpmu/culturevortex/2011/11/02/docs-on-the-spot-methodology/#more-506">blogpost</a> before “Changing any aspect, will change the target and also the roles of the other aspects. That is why, before you can realistically say (or even see) what the target is, all the other aspects should be well defined.”. As the content was only provided one-and-a-half week before the actual deadline, by definition the target was only finalized at that moment. However, it allowed us to make concessions and quickly wander down the decision-making process with various stakeholders.</div>

<p>Early iterations hinted towards unlocking content depending on the physical location of the visitor. Standing on the ferry towards the NDSM-wharf would unlock an introduction movie, and each step taken towards so-called hotspots (a pier, a rusty hoisting-crane and quay with an industrial harbor view) would open up new movie clips and photographs. From a usability point of view and a more practical and technical side, GPS-based unlocking was replaced by a more intuitive and identifiable form. Easily recognizable stickers were designed and placed around the harbor with a unique number on them. As a sticker was found, the number could be entered into a special menu of the application after which the associated content could be viewed. The location of the sticker was linked to the actual location of the content (i.e. a 1930s Polygoonjournaal of the famous boat hotel ‘Botel’ would be shown next to ‘Botel’ itself).</p>

<p>In line with our concern of “living behind the smartphone”, the web-based application remains simple and intuitive. There are only three menu options (which are always displayed in the bottom); one of them leads towards a basic static information page. The second one displays an interactive map (including a suggestive route and markings of visited and non-visited content) and the radio, and the final page allows visitors to enter a code after which a new window showing the content pops up.</p>

<p>An initial mapping of the different aspects in this projects has been made. Four cornerstones have been identified. Changing any aspect, will change the target and also the roles of the other aspects. That is why, before you can realistically say (or even see) what the target is, all the other aspects should be well defined.</p></div>
<p>The first one is the <strong>documentary </strong>itself. Although the first plan was to use several different documentaries in the application, this was soon cut down to one. The meaning, contents, subject matter and goal of the documentary all play an important role in the execution of the project, and vary heavily depending on the movie. The documentary “<em>Haven, omzwervingen in de nacht</em>” has been selected.</p>

<div>The most important specifics of this movie are:</div>
<div>
<ul>
<li><strong>Place </strong>and environment; everything that is filmed is located around the Amsterdam Docks (more particularly NDSM)</li>
<li><strong>Theme</strong>/Meaning; it tries to give the viewer an indication of life on the &#8211; at that time almost abandoned &#8211; docks, while focusing on the grandeur of the past and loneliness of the present. There is no urge to convince the viewer or make a point.</li>
<li>The different <strong>characters </strong>who tell their stories.</li>
<li><strong>Content</strong>; what do we actually see.</li>
<li>Non-linear. Emergent narrative, meaning there is no real story to follow, but the various characters and series of unconnected events together form an interesting blend.</li>
</ul>
<p><strong>Location </strong>is the second important factor. By location we do not only mean the coordinates of a place, but also other aspects such as time of day, history and state of mind. For example: traveling on the highway towards a destination makes it an entirely different state compared to being on the same highway but returning home. These different attributes depend on the location. For our location, the<strong> NDSM werf</strong>, the zeitgeist through the years is very important. There is a defined feeling of motion &#8211; whether you would call it progression or regression. From being a industrial area (<strong>history</strong>) transforming through the state of lost/forgotten area (<strong>documentary</strong>) being the artsy, developing mtv-crowd place (now). These different states call for different mentalities, and these mentalities and how they are interconnected makes the NDSM werf the rich place that it is.</p>
<p><strong>User</strong>. Who is going to make use of this &#8211; at this point undefined- interactive installation? What motives do they have? Why are they interested? How much time are they willing to spend? These are internal motivations, but that is not the only factor that is important. Also are they technically able to? In other words, do they have the hardware and know-how to use their devices to stream the video on location etc.<br />
By using Internet and IDFA promotions we are selecting a very specific target: the so-called ‘IDFA 3G’-crowd. If these people want to join in the experience, they are already commited and want to invest time and effort. But by also using the location and way to get there (pontje) we can expose the experience to a much bigger audience: the people who are on the boat anyway.</p>
<p><strong>Stakeholders</strong>. These are the partners in charge of the project. While everybody is participating in the project because they are interested and want to see it succeed, their individual goals do not always stroke with others. It is important, while designing an interactive narrative, to always have a clear understanding of the underlying goals and targets of each of the stakeholders. It is not about always making concessions, but it’s about keeping the targets clear and the deliverables sharp. For this installation there are three key aspects stakeholder-wise.</p>
<ol>
<li>The <strong>experience </strong>is most important: how to make this experience is dependant on this.</li>
<li><strong>Content </strong>from all the partners should be linked and available as integral part of the experience.</li>
<li>The methodology and insights should be well <strong>documented</strong>, so the project can be repeated for other documentaries.</li>
</ol>

The ‘Docs on the Spot’ project is a collaboration between several different parties: Institute of Network Cultures, IDFA TV, Nederlands Instituut voor Beeld &amp; Geluid and Virtueel Platform.It started out as an assignment to develop a mobile application to watch specific clips of multiple documentaries on their specific locations. Coming from a background of conceptual Industrial Design and commissioned to prototyping the app within a small window of time, we realized the concept wasn’t quite as clear-cut as once proposed. More complex but interesting and underlying questions emerged:

<li>How can we enrich the physical location with the documentary?</li>
<li>What role can other existing relevant content play?</li>
</ul>

<div>With the app as the ultimate answer to an opportunity that was yet to be defined, the question remained if the road towards it needed to be restructured. In order to give a meaningful answer to the underlying questions we broke the whole concept down, and started working bottom up.</p>

			<content:encoded><![CDATA[<p>Team Led It Up is back and working quite a lot to be ready for the Netherlands Film Festival (NFF). After our working hours, we are meeting to work on this new project.</p>
<p>During this week, the team is uploading some movies to create the content of our game, Galgje, while our designer Roxanne is taking care of the design.</p>
<p>All of this to create the perfect game for the professionals/fans of movies!</p>
<p>We also already planned a testing day. That will be next Thursday, in Utrecht at the Neude, since the screen is already installed there and running. So we can test our application to make some changes before the D-Day.</p>

<p>Long time no news. After Festival Mundial we said goodbye to the MediaLab and enjoyed a nice holiday. Although the MediaLab is over for us, Led It Up lives on! Our presence at Mundial has generated interest in our interactive installation from various organisations. We have decided to continue the project for as long as we can.</p>
<p>So first great news: we&#8217;re going to the <a href="http://www.filmfestival.nl/nl/">Netherlands Film Festival</a> (NFF)! This annual festival takes place in Utrecht where this year we will be entertaining the public on Neude. The database that we use will consist of only film, so no more Open Images. This means the game will  be slightly different. The upcoming weeks we&#8217;ll be working hard to put together a neat experience for all you film lovers. It&#8217;s a great new challenge for us to adapt our game to a new setting, and to optimalise our installation.</p>
<p>There might be some other festivals we&#8217;ll be attending in the near future so keep an eye on our blog / facebook / twitter to find out what&#8217;s next. Find us at Neude from 21 &#8211; 30 September 2011.</p>
